Headquarters,

Hongkong, 13th. July, 1900.

Your Excellency,‹

With reference to Colonial Office letter 19252/99 dated 16th. August, 1999, I have the honour to state that telegraphic orders have arrived from the War Office to commence the works at Devil's Peak, and to request that permission may now be given to commence thes.

2.

The works include two batteries, roads leading to each, with a landing pier, also works for water supply and accommodation for the guns crews.

3.

The sites are roughly indicated on the enclosed tracing, but I should feel obliged if the inhabitants of the village around Chong Lui could be warned of our intentions, before the tracing of the works is made, and that a police officer should accompany the Officer in charge in the first instance, so as to avoid any misunderstanding with the villagers.

It is intended to commence the road forth- with, and I ask the above, because it must unavoidably cut small corners off small pieces of cultivation.

I have etc., (sa.) M. J.. Gascoigne, Major-General,

Commanding Troops in China.

His Excelency

The Governor.

Hongkong.
